G.R. based the Klingons on the Japanese samurai of the shogunate period. That went right over the heads of NBC, who were the ones who turned them into a 1960s U.S. vision of Soviets.
Gene always intended the Klingons to be the Federation’s occasionally fractious allies, and the Romulans to be the Federation’s most dangerous enemies. And he based the Romulans on Rome’s Imperial period. With Emperors often being “installed”- or “removed”- by the Praetorian Guard.
And yes, the Romulans, like good progressives of today, were back-stabbers supreme. The entire “Vulcan High Command” story arc of Star Trek; Enterprise was based on Gene’s original notes for TOS.
