It is a good question. Is the vote on the Impeachment mooted and lacking any effect if it is not sent to the Senate before that Congress ends and the new Congress is seated? Or even if the now sitting Congress (Senate) cannot or does not vote on it, is the Impeachment vote rendered ineffective? Procedural rules can have meaning.
