In fact, Lincoln would not allow a general surrender of the CSA, only the surrender of individuals and units were accepted.

And the problem is that we don’t really have Red and Blue states. We have Blue cities and Red rural areas. So dividing up the country would be a lot more trouble, and a new civil war a lot messier, than most proponents think.

This Supreme Court ruling effectively gutted the Republic by giving the Presidency the power to legislate via Regulation.
