There is a quirk in the US Constitution which gives Congress the authority to regulate any even-year election which has a candidate for Congress on the ballot, but not other state or local elections. Blue cities and states have strange rules such as ‘ranked choice’ voting that help leftists win odd-year elections.
Article I, Section 4:
“The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations …”
