Nope. Whole point of the CRA is to skip the regional limitations that doomed the CSA. All-inclusive, and splitting states into red and blue, hell yeah.
Any kid can draw a map intending to spark conflict and with no knowledge and without regard for what will work and why and how to separate Patriots from proles, and sustainable administration from swamp critters.
