Because in the Peoples Repiblic of California, doing so would result in the shooter being arrested, charged, convicted, and imprisioned for life. That’s the way they’ve rigged the system out there, those are who they’ve placed in key positions in LE, those are who they’ve placed as DA’s, and those are the types they’ve made judges. If one of the illegal aliens rioting kills someone? Slap on the wrist. If one of us were to kill one of the rioters, in self defense? Prison.

Also, California is a big place. Much bigger than people seem to realize, as I’m reminded every time someone from a smaller place says they’re “in town” and said town is well over 100 miles away. From my place there’s no indication of trouble unless you turn on the news.
